NSC Compliance Manager

Job Summary

The NSC Compliance Manager is responsible for working with all facets of the organization to ensure the company is in compliance with all applicable provincial and federal laws and regulations, along with company policies. This role coordinates the preparation and completion of regulatory and compliance documents and is responsible for the development, maintenance, and tracking of all driver programs. This includes new hire driver safety training, regulatory updates, and best practice driver training development for applications used in NSC management (Geotab, Concord, Lytx/Drive Cam, etc.). The Manager tracks company compliance related to all applicable NSC regulations and ensures the company maintains compliant files and records.

Essential Functions

  • Effectively evaluate, monitor, analyze, and identify overarching driver compliance and non-compliance issues, addressing them with responsible field operations and EHS.

  • Help manage internal and external compliance reporting, providing advice and assistance, conducting investigations, and managing ongoing education programs.

  • Monitor and assist in the enforcement of Provincial and Federal NSC regulations to ensure compliance.

  • Oversee programs and ensure SEMS is managed for: Driver Qualifications (Medical Cards/Physicals, CDL, Annual Driving Records), Driver Training (NSC regulations, TDG training), and Driver Files.

  • Maintain roadside inspections, citations, NSC accident registers, NSC records, and SAFER/SMS data.

  • Manage all annual vehicle inspections.

  • Conduct audits of the NSC program at facilities to ensure compliance and productivity through fleet management and tracking software.

  • Implement processes for monitoring compliance controls, procedures, and operational processes.

  • Work with operations and Risk Management (insurance, procurement, finance) to ensure fleet cards, insurance, and vehicles are properly licensed, permitted, and insured.

  • Review major NSC reportable accidents and assist in investigations to determine cause, preventability, and potential trends.

  • Conduct calls with operations to provide updated information, trending analysis reports, and overall program communication.

  • Ensure program compliance for Review Driver Vehicle Inspection Reports (DVIR).

  • Provide and track systematic NSC safety topics for operations.

  • Ensure all regulatory reporting and follow-up is complete.

  • Support procurement processes to validate and process billing for background checks, drug testing, physicals, and related services.

  • Develop, maintain, and conduct periodic audits related to NSC and transportation operations (pre/post trip, blind observations at transfer stations, hauling companies, and landfills).

Education, Training, and Experience

  • 4-year degree in safety, transportation, fleet logistics, or relevant experience.

  • 8+ years of experience in transportation compliance.

  • Expertise and extensive knowledge of NSC rules and regulations.

  • Ability to manage complex tasks within the job function.

  • Deadline-driven with excellent organizational skills.

  • Advanced computer skills with proficiency in Microsoft Excel, Word, and Outlook.

  • Ability to utilize latitude within job parameters to make independent decisions.

  • Capability to handle multiple tasks and work well under pressure to meet deadlines.

  • Comfort working in a fast-paced, opportunity-filled work environment.

  • Self-starter with the ability to take initiative and be an independent thinker.

  • Strong problem-solving skills and ability to develop new processes and procedures.

  • Solid work habits with the ability to handle constant re-prioritization of duties.

  • High level of integrity and confidentiality regarding company information.

  • Strong interpersonal, oral, and written communication skills.

  • Excellent presentation skills with the ability to communicate to all levels within the organization.

  • Ability to manage multiple projects, establish priorities, and accomplish goals.
