EH&S Advisor, Refineries
Position Summary
The EH&S Advisor, Refineries, provides professional advice and technical support on all Health, Safety, and Environmental matters to meet stringent internal policies, legal responsibilities, and best practices. This role bridges site-level technical execution with regional risk management, ensuring refinery operations comply with Process Safety Management (PSM) and environmental standards while promoting a "zero incident" culture.
Specific Duties and Responsibilities
Apply strong knowledge of fixed machinery, facilities, and Process Safety Management (PSM) to identify risks and implement corrective measures.
Lead the completion of Job Safety Analyses (JSAs), Hazard and Risk Assessments, ensure all Standard Operating Procedures (SOPs) and Management of Change (MOCs) are evaluated, developed, updated, and strictly followed.
Conduct regular internal and external compliance audits (Safety, Environment, ISO 9001) and site inspections to ensure adherence to company policy and applicable government standards. Lead the overall safety culture via the above items and leading the monthly, quarterly and annual safety meetings and drills.
Support site emergency and business continuity plans under our Emergency Response Plan (ERP) while managing contractor pre-qualification and on-site safety compliance.
Administer and monitor workers' compensation claims, acting as a liaison between healthcare resources, insurance carriers, and management.
Ensure site environmental monitoring (groundwater, air, process water) is consistent with applicable jurisdictional compliance requirements.
Lead investigations into incidents and accidents to determine root causes and ensure the follow-up of all corrective actions.
Perform annual reporting, testing requirements (NPRI, HRM, other), oversee industrial hygiene campaigns, and deliver EHS training programs to employees and subcontractors.
Other duties as required.
Education and Qualifications
A minimum of 5 years’ experience in an industrial or refinery area, specifically in risk management and process safety.
Education in Safety, Environmental Management, or Technology and/or equivalent experience.
Hold a Canadian Registered Safety Professional (CRSP) designation, or be actively working toward certification.
Must possess a valid driver’s license.
Industrial, refinery, and emergency response experience; experience with Canadian environmental compliance requirements.
Experience with ISO 9001and the ability to utilize technology to streamline EHS processes.
Bilingualism (English and French) is an asset.
OFA Level 3 First Aid is preferred.
Ability to travel on occasion as required, which includes international travel to the US.
Knowledge, Skills, and Abilities
Deep understanding of industrial operations, fixed machinery, and high-hazard process safety. Refinery specific knowledge would be an asset.
Strong knowledge of British Columbia and Canadian laws and regulations regarding environment, health, and safety.
Specialized knowledge in industrial emergency response protocols.
Ability to persuade and communicate ideas effectively to both managers and field employees. Having worked in with unionized staff is an asset.
Ability to translate business needs into action plans and troubleshoot safety-related problems creatively.
Strong capability to prioritize and manage multiple simultaneous tasks (claims, audits, and training) under pressure.
